RTA Cracks Down on School Bus Violations in Dubai

Dubai’s Roads and Transport Authority (RTA) conducted rigorous inspections on school buses between July and December 2023, uncovering several violations related to permits, safety standards, and operational protocols.

During this period, a total of 6,323 inspections were carried out, revealing a range of infractions by school transport operators. Among the common violations observed were operating school transport without the necessary permits, employing unauthorized drivers, and failing to adhere to technical specifications approved by the RTA regarding seating arrangements and interior/exterior appearances of school buses.

The RTA emphasized the significance of complying with permit requirements for school bus drivers and attendants. Apart from holding a valid UAE driving license, drivers must obtain a permit from the RTA by successfully completing the required training and passing a test set by the Public Transport Agency. They must also meet specific criteria regarding age, conduct, criminal record, and medical fitness.

Similarly, school transport attendants are required to obtain permits from the RTA, demonstrating good conduct, age eligibility, medical fitness, and successful completion of approved tests.

To streamline the permit acquisition process, the RTA introduced instant passenger transport driver permits in September 2022, eliminating the previous 24-hour waiting period for approval.

Safety specifications for school buses include the installation of safety belts, electronic tracking systems or GPS, designated places for bags, speed control devices, first aid kits, fire extinguishers, emergency exits, and compliance with specific color and signage requirements.

The RTA conducts intensive inspection campaigns at educational facilities at the beginning of each semester and regularly inspects school buses in the field. Violations are promptly addressed, and periodic reports are submitted to ensure compliance with legislation and regulations.

Educational facilities found in violation are revisited after inspections to assess their level of compliance, with periodic reports submitted for further action.

The RTA’s efforts underscore its commitment to ensuring the safety and well-being of students using school transport services in Dubai. By enforcing stringent regulations and conducting regular inspections, the RTA aims to uphold the highest standards of safety and efficiency in school transportation across the emirate.
